Commission Privacy Policy
Pursuant to Government Code Section 11019.9, all departments and agencies of the State of California shall enact and maintain a permanent privacy policy, in adherence with the Information Practices Act of 1977 (Civil Code Section 1798 et seq.), that includes, but not necessarily limited to, the following principles:
- Personally identifiable information may only be obtained through lawful means.
- The purposes for which personally identifiable data are collected shall be specified at or prior to the time of collection, and any subsequent use of the data shall be limited to and consistent with the fulfillment of those purposes previously specified.
- Personal data may not be disclosed, made available, or otherwise used for a purpose other than those specified, except with the consent of the subject of the data, or as required by law or regulation.
- Personal data collected shall be relevant to the purpose for which it is needed.
- The general means by which personal data is protected against loss, unauthorized access, use, modification, or disclosure shall be posted, unless the disclosure of those general means would compromise legitimate agency objectives or law enforcement purposes.
Each department shall implement this privacy policy by:
- Designating which position within the department or agency is responsible for the implementation of and adherence to this privacy policy;
- Prominently posting the policy physically in its offices and on its Internet website, if any;
- Distributing the policy to each of its employees and contractors who have access to personal data;
- Complying with the Information Practices Act (Civil Code Section 1798 et seq.), the Public Records Act (Government Code Section 6250 et seq.), Government Code Section 11015.5, and all other laws pertaining to information privacy, and
- Using appropriate means to successfully implement and adhere to this privacy policy.
The Information Commission Collects
- User Provided Information: In order to operate the Website and to provide you with information about services that may be of interest to you, we may collect “personal information” (i.e., information that could be used to contact you directly (without using the Website) such as full name, postal address, phone number or email address, and other identifiers that permits the physical or online contacting of a specific user), “demographic information” (i.e., information that you submit, or that we collect, that is neither personal information nor financial information; this may include but is not limited to your zip code, postal code, hometown, gender, username, age/birth date, occupation, interests and the content of communications between you and other members over the Websites). Nowhere on the website do we knowingly collect personal information from minors under the age of 18, as we require that all users represent to us that they are at least 18 years old.
- The website or affiliated banner ads may ask the user to participate in an on-line trivia quiz, complete an entry for a sweepstakes offering, or otherwise solicit personal information. The entry form on any banner ad or in conjunction with any trivia question solicits the same information as the entry form on the CTTC Partner Portal site. These entry forms may be directly on our website or you may be directed to the entry form from various banner and other on-line ads on other websites.
- Cookies Information: When you visit the Website, we may send one or more cookies, a small text file containing a string of alphanumeric characters, to your computer that uniquely identifies your browser. The Commission uses both session cookies and persistent cookies. A persistent cookie remains after you close your browser. Persistent cookies may be used by your browser on subsequent visits to the site. Persistent cookies can be removed by following your web browser help file directions. A session cookie is temporary and disappears after you close your browser. You can reset your web browser to refuse all cookies or to indicate when a cookie is being sent. However, some features of the Website may not function properly if the ability to accept cookies is disabled.
- Log File Information: When you use the Website, our servers automatically record certain information that your web browser sends whenever you visit the Website. These server logs may include information such as your web request, Internet Protocol (“IP”) address, browser type, browser language, referring / exit pages and URLs, platform type, number of clicks, domain names, landing pages, pages viewed and the order of those pages, the amount of time spent on particular pages, the date and time of your request, and one or more cookies that may uniquely identify your browser.
- Clear GIFs Information: When you use the Website, we may employ “clear GIFs” (a.k.a. Web Beacons) which are used to track the online usage patterns of our Users anonymously (i.e., in a non-personally-identifiable manner). In addition, we may also use clear GIFs in HTML-based emails sent to our users to track which emails are opened by recipients.
